Amtrak is seeking feedback on a management-developed framework intended to modernise its corporate structure and build on record ridership and revenue.

Amtrak’s board of directors is seeking public feedback on a preliminary framework to modernise the company’s corporate structure, building on record ridership, revenue and capital investment.
The framework, developed by Amtrak management after extensive study, aims to position the organisation for the next 50 years of growth, following record levels of investment including more than $10 billion committed to new fleet procurement and modernisation.

Three focused business units
Under the proposed structure, Amtrak would remain the parent company, retaining governance, strategic direction and coordination. Three focused businesses would sit beneath it: Passenger Services, delivering safe, reliable operations and an improved customer experience; Infrastructure Management, maintaining tracks, bridges, tunnels and stations while overseeing more than $5 billion in annual investment; and Fleet Management, overseeing more than $10 billion in new rolling stock and fleet modernisation.
Interim President Byl Herrmann said the framework followed careful analysis: “Our management team developed this preliminary framework after extensive study and continues to seek input to be sure we get it right,” he said. “Our goal is a more accountable, effective, and resilient Amtrak, one that delivers more riders, more revenue, and the best customer service in the transportation industry.”
Amtrak said the changes are intended to improve visibility into performance and costs, enable faster decision-making, and align authority with responsibility and results, creating a more agile organisation supporting increased passenger numbers and stronger financial performance.
Amtrak will spend the coming months developing a detailed design and implementation plan, with a formal proposal presented to the board in December, ahead of a proposed 2027 start for the new structure.
