Rail industry leaders call for simplified standards and faster approvals to accelerate ERTMS rollout and meet European transport targets.

UNIFE has called for urgent action to accelerate the rollout of the European Rail Traffic Management System, as deployment across Europe continues to lag behind targets.
According to recent data, only 17 percent of the TEN T core network is currently equipped with ETCS, while around 19 percent of the EU rail fleet has onboard systems installed. These figures highlight the need for faster implementation to meet European transport objectives.
Simplifying standards and approvals to speed up ERTMS deployment
Industry leaders are urging policymakers to simplify requirements, harmonise standards and streamline authorisation processes to reduce delays. The current system is seen as overly complex, with varying national requirements increasing costs and slowing progress.
The recommendations include reducing duplication in approval processes, stabilising technical standards and accelerating the phase out of legacy signalling systems. This would help lower costs and improve consistency across the European rail network.
UNIFE also emphasised the importance of preparing for future technologies, including the transition from GSM R to FRMCS, while ensuring compatibility and system stability.
Enno Wiebe of UNIFE said that while there is strong political will to deliver ERTMS, progress is being hindered by challenges in execution, coordination and financing. He highlighted that simplifying processes and improving collaboration across the sector will be key to unlocking progress.
The issue has been raised at an ERTMS conference hosted by the European Union Agency for Railways, where stakeholders are discussing how to address ongoing barriers to deployment.
Industry stakeholders warn that without decisive changes, Europe risks continued delays, limiting the benefits of a unified signalling system that can improve capacity, safety and cross border interoperability.
UNIFE maintains that stronger coordination, long term planning and streamlined processes are essential to ensure the successful rollout of ERTMS and support the future of European rail.
