New York Penn Station overhaul progresses with project management appointment, developer shortlist and expanded partnership to deliver improved capacity, safety and passenger experience.

The transformation of Penn Station has reached new milestones, as United States Department of Transportation and Amtrak progress plans to redevelop one of the country’s busiest rail hubs.
An AECOM led joint venture with LiRo Hill has been selected to provide project management services, supporting delivery of the large scale redevelopment. NJ TRANSIT has also joined the project as a key partner, strengthening collaboration across regional transport stakeholders.
Key milestones and project development
Project leaders have held discussions with shortlisted master developer teams, which include Penn Forward Now, Penn Transformation Partners and Grand Penn Partners. A final developer is expected to be selected in mid 2026.
Early work is underway on National Environmental Policy Act activities alongside a Service Optimization Study led by the Federal Railroad Administration. These studies aim to assess how the station can accommodate future passenger growth and improve operational performance.
The redevelopment will transform Penn Station into a modern transport hub, improving safety, increasing capacity and enhancing the overall passenger experience. Plans include more efficient layouts, improved accessibility and a more user friendly environment.
Sean Duffy said the project is progressing quickly, with construction expected to begin in 2027. Andy Byford added that maintaining transparency and momentum remains a priority as the project advances.
The transformation follows a series of developments since 2025, when the Department of Transportation and Amtrak assumed control of the project. Federal funding has supported early design, planning and procurement activities, alongside the appointment of advisors including KPMG and Hunton Andrews Kurth.
Once complete, the upgraded station is expected to support increased passenger demand while delivering a world class travel environment in the heart of New York City.
