Arcadis and AtkinsRéalis will support delivery of the Transpennine Route Upgrade through programme management and strategic advisory services.

Arcadis has been appointed by Network Rail as Programme Partner for the Transpennine Route Upgrade, supporting programme management through to completion.
The appointment will be delivered through a joint venture with AtkinsRéalis under a framework valued at up to £100 million over five years, with the option to extend to eight years.
Programme management partnership to support major rail upgrade delivery
The role includes programme and project management, programme controls, risk management, data analytics, construction management and strategic advisory services. These capabilities are intended to improve coordination and delivery certainty across one of the UK’s most complex rail infrastructure programmes.
The £10.7 billion Transpennine Route Upgrade is modernising 122 kilometres of railway between Manchester, Huddersfield, Leeds and York. Once complete, the project is expected to improve reliability, reduce journey times and support greener travel through route electrification.
Journey times are expected to fall to approximately 63 minutes between Manchester and York and around 42 minutes between Manchester and Leeds.
Heather Polinsky of Arcadis said: “The TRU will deliver faster, more reliable, and greener travel for millions, supporting regional growth and economic opportunity.”
She added: “By drawing on local talent and working closely with communities, we’re not just building better infrastructure - we’re helping to create lasting benefits for people and places across Manchester, Leeds, York and beyond.”
Arcadis said its delivery model will use teams based in Manchester, York and Leeds while also working with local SMEs to support skills development and social value across northern England.
The appointment builds on more than a decade of Arcadis involvement in the Transpennine Route Upgrade programme, where the company has already delivered services including cost planning, programme controls and commercial advisory support.
