Introducing our new-look Editorial Board!

Global Railway Review is committed to keeping our readers informed of current and future rail transport developments throughout Europe. We achieve this via our mix of project and investment coverage, regional and country profiles, technical features and industry news. To help with the continuing success of Global Railway Review, we are pleased to reveal our new-look Editorial Board, welcoming some familiar industry faces and respected experts. Our Editorial Board Members have been selected to represent our core subject areas and we plan to regularly utilise their knowledge and expertise within the publication.

Libor Lochman Executive Director, Community of European Railway and Infrastructure Companies (CER)

Commenting on joining the publication’s editorial panel, Libor said: “Global Railway Review is a well-established technical journal which consistently reports on news about the European rail sector. I am pleased to be part of the Editorial Board and I am looking forward to regularly sharing my expertise with key decision makers from the European railway world.”

Libor took up the post of Executive Director of the CER on 1 January 2012. He graduated from the Transport University in Zilina and has a doctorate in electronics from the West-Bohemian University Plzen. Libor has a strong background in control-command and signalling systems. Prior to his role as CER Deputy Executive Director and Leader of Technical Affairs (2007-2011), Libor acted as Director of the Railway Test Centre, a facility for testing European rolling stock, infrastructure and signalling components, in Prague (2000-2005).

Robin Gisby Managing Director, Network Operations, Network Rail

“There is much we can learn, and have already learned, from other infrastructure operators across Europe,” says Robin on confirming his place on the panel. “Sharing experience and expertise is absolutely crucial, which is why I’m delighted to join the Editorial Board of Global Railway Review.”

Robin took up the new position of Managing Director, Network Operations in June 2011. Until this appointment, Robin was Director, Operations and Customer Services from May 2004 and was appointed to the Board of Network Rail in October 2008. This followed many successful years in the company, including in its previous incarnation as Railtrack, where he held a variety of roles including Regional Director. Before joining Railtrack, Robin had engineering and operational roles in both the UK and overseas, mainly with GKN plc.

“Britain’s railways are booming, with more and more people and businesses choosing rail each year,” says Robin. “As numbers continue to grow, the challenge to deliver a safe and reliable railway for passenger and freight operators on one of the busiest mixed-use rail networks in Europe grows too. From an operational perspective, these are fascinating times. Our railway is among the oldest in the world, but today we move more trains than ever before on a network half the size that it was 50 years ago. The challenges of growth and the need to demon – strate value for money mean we are more focused than ever before on new technology and new ways of working which allow us to get the most out of Britain’s rail infrastructure.”

On joining the editorial panel, Alex explains: “It’s important that we learn from the experience of other European countries as we seek to sustain customer satisfaction and cost reduction in a changing UK rail market. In particular, drawing from continental experience of providing services to regional authorities will be invaluable as the devolution agenda takes off in the UK. I look forward to contributing to and sharing in the discussion on these and other issues through my membership on Global Railway Review’s Editorial Board.”

Alex was appointed Managing Director – Rail Development in January 2012. He joined Go-Ahead in 2005, initially as a member of its bid team. More recently, Alex served as Commercial Director at London Midland between 2007 and 2011. Prior to joining Go-Ahead, Alex worked in rail consultancy and regulation.

“Through customer initiatives such as smartcards and collaboration with partners on major projects such as high-speed services and the Thameslink Programme, Go-Ahead has been at the forefront of the success story that is UK rail in recent years,” said Alex.

Alex Veitch EU Representative and Sustainability Manager, Association of Train Operating Companies (ATOC)

“Throughout my experience in the domestic and international railway sector, I have found that Global Railway Review has been a consistent source of well-researched and wellwritten information about the international railway sector,” said Alex on joining the editorial panel. “Speaking as someone with a particular interest in sustainability and environmental issues, I particularly appreciate the efforts by Global Railway Review to highlight topics such as noise and energy efficiency, which are crucial to the sustainability perform – ance of railways, and also critical operational issues. I am excited to bring my experience of working with railways around the world and in the European market to the Editorial Board of the publication.”

Alex is currently EU Representative and Sustainability Manager at ATOC in the UK. Alex began his career in 2000 as an environ – mental campaigner, lobbying on transport and climate change legislation in the United States, before working as Transport Strategy Manager at the Energy Saving Trust – the UK government agency on climate change. Alex moved into rail in 2007, managing projects on multi-modal connections and integrated ticketing at ATOC, then taking a 2-year secondment to the UIC in Paris where he became Head of Unit, Sustainable Development. His experience at the UIC included working with railways across the world to promote and support their sustainable develop – ment expertise, and provided the opportunity to represent railways at the United Nations. Alex is a Board Director of ACT-TravelWise – the professional association for sustainable transport practitioners in the UK, and has a BA from the University of Manchester and an MSc from SOAS, University of London.

Andrew McNaughton Chief Engineer & Technical Director, High Speed Two Ltd

Andrew has been a respected Editorial Board member of Global Railway Review since 2005, submitting articles on many topics and subject areas surrounding high-speed rail issues.

On his decision to remain on our editorial panel, Andrew said: “I find Global Railway Review an intensely useful publication. It has an excellent mix of the technical, business and political aspects of our fast developing rail system and it alerts me to new developments and issues.”

Andrew has been engaged in railway con – struction, operation and management since 1973. He is Honorary Professor of Rail Engineering at Nottingham University and a Visiting Professor of Engineering at both Imperial College London and Southampton University. Since 2009, Andrew has been Chief Engineer and Technical Director of High Speed Two Ltd, developing the principles, network and specific route design for high-speed rail in Great Britain. Prior to that, from 2001 Andrew was Chief Engineer of Network Rail responsible for the specification and development of the GB rail network, investment authorisation and overall system safety management.

Andrew has been Vice Chair of the EU Transport Advisory Group and Chair of the European Rail Research Advisory Council. He is a Special Advisor on rail to the Australian Government and has lectured on the transport, land use and economic planning effects of regional, freight and long-distance rail development in North America, Asia and Australia, as well as Europe.

Andrew is a fellow of the Royal Academy of Engineering, the Institution of Civil Engineers, Royal Geographical Society and Chartered Institute of Logistics and Transport.

Poul Frøsig Senior Adviser on Transportation, EU Interoperability, Signalling and Control Systems

Poul has been a valued Member of the Global Railway Review Editorial Board since 2005, contributing many articles for the publication under his former role as Project Manager for ETCS and ERTMS Low Cost at the UIC which he held from 1992 until 2012. Poul has been a key person in the development of the interoperable EU rail system.

On his decision to remain on our editorial panel, Poul said: “The articles in Global Railway Review have always been an excellent method for me to present a specific topic or to advise the Editor on a specific subject that would be interesting for readers about the railway environment or future developments.”

Poul has also worked with, and continues to work with, the wider Global Railway Review team, specifically our Conference Division on the arrangements of conferences where he has had the role of giving input to the agendas for seminars to ensure that the interest of certain countries or regions in the field of ERTMS are presented during conference proceedings.
