Network Rail unveils fly-through showing ambitious Liverpool Street station transformation plans

Network Rail showcases proposed redevelopment of London Liverpool Street station with enhanced accessibility, larger concourse, improved facilities, and future-proof design for rising passenger numbers.

Network Rail has released a new fly-through video illustrating ambitious plans to transform London Liverpool Street station into a modern, accessible transport hub capable of meeting future passenger demand. The proposals follow public consultation, which received nearly 2,000 comments and more than 1,000 expressions of support on the City of London’s planning portal, making it one of the most endorsed planning applications submitted in the capital.

Liverpool Street, Britain’s busiest railway station for the third consecutive year, recorded almost 100 million rail entries and exits last year, in addition to London Underground passengers. Forecasts suggest usage could reach 158 million by 2041, with plans designed to accommodate more than 200 million passengers in the coming decades.

The fly-through showcases a more welcoming, well-designed station with improved accessibility, reflecting customer feedback prioritising step-free access and additional lifts and escalators. The proposals include a significantly enlarged concourse to ease congestion, eight new lifts, an increase from four to ten escalators, additional ticket barriers, modern toilets, family facilities, and clearer signage. These improvements aim to enhance passenger comfort, navigation, and overall experience throughout the station.

The scheme, delivered by Network Rail and its property development business Platform4, is transport-led and complemented by a new office building above the concourse. The design carefully considers the Grade II* listed Andaz Hotel and surrounding conservation area, while major entrances at Liverpool Street, Bishopsgate, and Exchange Square will be enhanced to celebrate the station’s historic architecture.

Working with stakeholders including accessibility advocates, heritage groups, and neighbouring businesses, the redevelopment also introduces intuitive wayfinding with new east-west and north-south connections across the City.

Ellie Burrows, Network Rail Managing Director for Eastern, said: “This really shows how the transformed Liverpool Street could better serve our customers, offering more space, improved accessibility and a station designed for future demand. It’s time London Liverpool Street became a destination in its own right, delivering for passengers both today and for generations to come.”

The project positions Liverpool Street as a key gateway to London, combining improved infrastructure, heritage preservation, and enhanced passenger experience to meet the capital’s transport needs for decades ahead.
